Subject: Parachute packing

Despite the unlikely event of needing to use my parachutes, I have
faithfully had them repacked every 120 days as required.

Recently, I took a chute which had been packed on multiple occasions and
a new chute (first repack) to the same rigger which I had used
previously. The next day he said the chutes were done and I picked them
up.

During the conversation I opened the newer chute and asked him about the
lead seals and threads. He got a little nervous, and then said that he
forgot to put a new seal on the chute and whisked it away from me to put
a new seal on.

However, I suspect that he never opened the chutes or repacked them at
all, and he suddenly realized that the original lead seal was still on
the newer chute (without the correct initials).

Does anyone have any suggestions? At this point I really don't care
about the expense of the packs(?), but what about the fact that he may
not have packed or inspected the chutes at all? What if he does the same
practice to others?

I could take them elsewhere, but isn't there some ethical obligation in
case he's doing this on a more widespread basis?
