Harald,
just a nitpick to begin with, it's actually 14 CFR (Code of Federal
Regulations) 61.57, not FAR 61.57. There is no such thing as FARs in
official "governmentese".
With regard to cloud cover: Anything that's not VFR is IFR. In other
words, if, for example, you are closer to the clouds than you are
allowed to under VFR, you are in actual IMC for that portion of the
flight. Note that those minimums are different in the German
regulations when compared to the US regs.
Oh yes, personal opinion, of course. I wonder if anyone would claim to
have THE official word, or else, how many official words there are -
probably as many as there are FSDOs.
