Subject: IFR avionics checks?

hi there,
i have a few questions regarding avionics. maybe someone out there can
help me.
what is required, from the avionics-side, to keep an aircraft legal for
ifr operations?
in particular, what checks are required, at what intervals and who may
perform them?
may i cross-check a vor-receiver against a gps (which defines the
well-known position in this case)?
how do i have to label inop equipment (the radar altimeter is inop, to
remove it would cost half a fortune according to the shop)?
do i have to comply e.g. with european regulations (fm-immunity, "annex
10") if i opperate a n-reg. aircraft in european airspace occasionally?
