It does. I do that daily, & you can use either a DVFR or an IFR
flight plan. Doesn't matter, as long as they know who you are.
In truth, there isn't much CGAS available where you can fly in
IMC without a clearance. Even the Gulf of Mexico is Class E
above 1200', & the minimum IFR altitude is 1500'. Maybe a few
small areas way out west, but there just isn't much, so this
whole thread is pretty much moot.
