It doesn't matter if clouds could be at a VMC airport, the airport
under discussion was IMC and had them. It was the only place they were,
in the scenario I was using.

When the mountains around here require flight about them to get out of
the valley, no I cannot set a height limit. There is also no safety
reason to set a height limit, while there is a reason to set a vis
limit.

implies you know more about the flight he made than he did, and that he
