I tend to agree. Most times (summer, to be precise) in the San
Francisco Bay area the marine layer is usually a couple of thousand
feet thick if you are lucky. The tops are around 2000-2500 ft. It is
highly unlikely that at the IAF you are in IMC (except perhaps on my
checkride!), but somewhere between that and the FAF you surely will
encounter a good deal of IMC especially if you get vectored around by
ATC.
