Part 91, You can try if you like, even 0/0. However, the majors (121, and
I believe 135) can't even try the approach when the visibility and clouds
fall below approach minimums for their category (A,B,C,D), unless CAT II
or III Equipped, trained, current. They also have many other Logistical
considerations. Putting the airplane to where they can't get to them for
who know how long is a logistical nightmare. You are also putting
passenger into a place they may not be able to leave. Several lawsuits
were filed on this one last year, I believe. Need I go on?
