That is not true. In my experience cloud flying in European soaring
contests is strictly prohibited, as are gyros and special cloudflying
compasses. AFAIK Last time cloud flying was allowed was 1972 World
championships at Vrsac, Jugoslavia. Few pilots had to jump from clouds,
so it was decided that IFR isn't for soaring comps.
