For an ICAO procedure the whole thing is uncomfortably "local".

For example, "S" means "standard equipment, ADF, VOR, ILS unless another
combintaion is prescribed by the appropriate ATS authority".

In the UK (and pretty much throughout Europe) DME is required, so I assume
that S includes D.

"R" is supposed to mean that the aircraft meets the RNP requirements for the
route concerned, a requirement that is typically met using GPS!

Hence with the same equipment, I'd file "SR/C" but I don't think it matters
much.
