I have not idea about that specific radar set, but the radars I've worked with,
the standby position is to warm up (or keep it that way) the filament on the
Magnetron. You can not zap the maggy with several thousand volts without
warming it up first. It is NOT supposed to transmit in standby.

About funny feelings...radiation from a radar set is generally harmfull only at
very short range and depends on the transmitted freq. The strat radar on B-52s,
for instance, is not supposed to be operated if there is people within 30 feet
of the antenna. And this is one massive puppy.
