Actually, the "regulations" CFR14 Sec 91.183 only require reporting:

(a) The time and altitude of passing each designated reporting point, or
the reporting points specified by ATC, except that while the aircraft is
under radar control, only the passing of those reporting points
specifically requested by ATC need be reported;
(b) Any unforecast weather conditions encountered; and
(c) Any other information relating to the safety of flight.

The AIM *recommends* other information to be passed to the controller,
including, it appears to me, information about altitude passing and
altitude climbing/descending to. There is some confusion about whether the
altitude information should be passed on at each frequency change (as per
the heading of 5-3-1.b. (ATC Frequency Change Procedures), or only at
changes from one facility to another, as is suggested in the sub-heading
5-3-1.b.2 (The following phraseology should be utilized by pilots for
establishing contact with the designated facility).

So I don't know what ATC expects, but I usually report current altitude and
LEVEL/CLIMBING/DESCENDING to altitude at each frequency change (unless it's
to the same controller).
